ORA News/Deadlines - June 12, 2017

NEW!  NIH Alters Course on Grant Support Index, Launches Next Generation of

Researchers Initiative
At the June 8 NIH Advisory Committee to the Director (ACD) meeting, NIH leadership announced

they are changing plans to implement the Grant Support Index (GSI), a proposal to limit the number

of NIH research project grants that an investigator could hold at any one time. In place of the GSI,

NIH launched a new initiative to directly support early-stage investigators (ESIs) and, especially,

mid-career investigators (MSIs) with additional funds to be set aside across NIH. Individual institutes

and centers (ICs) will determine how to reprioritize funds to support ESIs/MSIs most effectively. In

their presentation, NIH Director Francis Collins, MD, PhD, and Deputy Director Lawrence Tabak,

DDS, PhD, said that the new "Next Generation of Researchers Initiative" would dedicate $210 million

in the first year to support ESIs and MSIs whose grant applications score well but fall just outside of

paylines. After five years, the program would reach over $1.1 billion.

IMPORTANT REMINDER from the OUHSC HIPAA Compliance Office

As a researcher involved in human subjects research that may be subject to HIPAA, you understand

the importance of protecting your participants’ PHI.  Please be sure that your study team members –

including residents, fellows, and other trainees – understand that as well by sharing this email with them.

5 HIPAA Reminders for Researchers:

  1. Email participant PHI off campus only via a secure transmission, such as by placing

[secure] in the subject line of the email.  This is required, regardless of who the recipient is –

even if it’s the sponsor.

  1. Store paper documentation that includes PHI, such as Informed Consent forms and films,

in a locked drawer, cabinet, or file room.

  1. Store electronic documentation that includes PHI in the University’s secure data center. 

If you must store PHI on a portable device or desktop, the device or desktop MUST be encrypted. 

Your Tier 1 or IT representative can help.

  1. If the sponsor requires participant records to be de-identified, you must remove ALL identifiers,

including initials and last 4 of SSN.

  1. When a sponsor visits your site, the sponsor must sign the HIPAA Confidentiality form prior to

getting access to participant PHI.  If the sponsor will have access to an EMR system, the sponsor

must also sign the EMR form.
