NEW NIH APPROACH TO GRANT FUNDING

On May 2, 2017, Dr. Lawrence Tabak, Principal Deputy Director of the NIH, led a conference call

regarding a coming change in the NIH’s grants policies.  The NIH has been considering ways to

address several problematic trends: 1) increasing funding challenges for junior- and mid-career

investigators, including a recent marked decline in the share of awards to mid-career scientists;

2) data that suggest faculty with multiple R01 grants are relatively less productive with each new

grant beyond the first; and 3) a limited number of investigators who receive a disproportionate

amount of the NIH’s funding (i.e. 10% of investigators receive 40% of the total funding).

NIH is proposing to address these concerns by implementing a funding cap to limit investigators

to the equivalent of three R01 awards based on a new indicator, the “Grant Support Index”, or GSI.

While the exact methodology is still under development, at its core, the GSI would count each R01

as 7 points, and other grants would be scored as less or more depending on the amount of

perceived investigator bandwidth they would require.  For example, an exploratory R03 might count

as 3 points.  The NIH would maintain a running count of grants issued to each PI and for any PI

whose next grant would take them over 21 points, the investigator would be required to provide a

plan for bringing their score back to 21 or less.  The details of this process, and of the relative GSI

score for each grant type, are still being worked out.  The system will not take “effort” into the

calculation, just the PI status.  Multi-PI grants would have a reduced GSI.  For additional information

NIH Releases e-Protocol Writing Tool and Final NIH-FDA Clinical Trial Template for

Phase 2 and 3 IND/IDE Studies

Today, the National Institutes of Health (NIH) released two important related items. The first is the

Final NIH-FDA Clinical Trial Template for Phase 2 and 3 IND/IDE Studies.  The template aims to

assist NIH-funded investigators in preparing clinical trial documents efficiently so that both IRBs

and the FDA can perform speedy reviews. NIH has also released a web-based platform where

investigators can utilize the protocol template in an interactive fashion. 

The Electronic Protocol Writing Tool allows for a collaborative approach to writing and reviewing

protocols.  Investigators will be able to use the tool to form a “protocol writing team” and assign

different individuals with writing and reviewing roles.  All of the above resources can be found on

Patient-Centered Outcomes Research Institute (PCORI) will be releasing a new funding

announcement titled, “Medication Assisted Treatment (MAT) Delivery for Pregnant Women

with Substance Use Disorders Involving Prescription Opioids and/or Heroin.”  The goal of this

announcement is to support large randomized clinical trials (RCTs) and/or observational studies

that compare the effectiveness of different models for comprehensive OUD treatment delivery

for pregnant and post-partum women with different levels of addiction severity. Comprehensive

care includes perinatal care, medication-assisted treatment, and psychosocial care. Up to $16

million in direct costs will be available to support 3-4 studies in this area.

The mission of the Patient-Centered Outcomes Research Institute (PCORI) is to improve the

quality and relevance of evidence available to help patients, caregivers, clinicians, employers,

insurers, and policy makers make informed health decisions.  The preannouncement is available
