NIH Guidance on Salary Limitation for Grants and Cooperative Agreements FY 2019

Since 1990, Congress has legislatively mandated a limitation on direct salary for individuals under NIH grant and cooperative agreement awards (referred to here as a grant).  The mandate appears in The Department of Defense and Labor, Health and Human Services, and Education Appropriations

Act, 2019 (Public Law 115-245), signed into law on September 28, 2018, which provides authority for NIH to incur obligations for FY 19.  The Department of Defense and Labor, Health and Human Services, and Education Appropriations Act, 2019, restricts the amount of direct salary to Executive

Level II of the Federal Executive pay scale.  The Office of Personnel Management has recently released new salary levels for the Executive Pay

Scale.  Effective January 6, 2019, the salary limitation for Executive Level II is $192,300. For awards issued in those years that were restricted to Executive Level II (see historical record of salary cap link below), including competing awards already issued in FY2019, if adequate funds are

available in active awards, and if the salary cap increase is consistent with the institutional base salary, grantees may rebudget funds to accommodate the current Executive Level II salary level.  However, no additional funds will be provided to these grant awards.

NIH Tips for Writing a Strong Multiple PI Leadership Plan

Reviewers will judge the Leadership Plan of an application with multiple principal investigators (PIs) for its scientific merit and whether it promotes enough coordination and communication among PIs.

The OK Catalyst Researchers program provides training and resources on how to start a business for graduate students, post-docs, and faculty conducting research in STEM-related fields from Oklahoma universities. There will be lectures from subject matter experts every week and a

chance to win up to $3,000. Applicants should have an interest in entrepreneurship and product development and propose an innovative project in a STEM-related field.  Compete to win up to $3,000.  For complete information see the attached document.

NOW ACCEPTING APPLICATIONS – Funding to complete the Master of Science degree in Clinical and Translational Sciences

Now seeking applications for the NIMHD-funded research training and career development program. The goal of the program is to facilitate the education of participants from diverse backgrounds underrepresented in biomedical research to pursue clinical research or population health research

on diseases that disproportionately impact minority and rural populations in Oklahoma.  The program provides two years of partial salary and research support to complete the Master of Science degree in Clinical and Translational Sciences (MS in CTS) that is administered through the

OUHSC Graduate College.  To be eligible, applicants must hold a clinical doctoral degree or PhD, be from a group underrepresented in biomedical research (racial and ethnic groups that have been shown by the National Science Foundation to be underrepresented in biomedical research or

individuals with disabilities), be within seven years of their first faculty appointment, AND plan to pursue a research career focused on minority health or health disparities research.  The 2-year program covers 50% protected time (salary+fringe), tuition and fees for the MS in CTS degree program, travel to professional meetings, and modest research funds.
