ORA Research News - Monday, April 27, 2020

COVID-19 ANNOUNCEMENTS are below.

HRSA is pleased to announce the Rural Tribal COVID-19 Response program funding opportunity found here:

https://www.grants.gov/web/grants/view-opportunity.html?oppId=326385

Through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, HRSA received $15M to allocate to tribes, tribal

organizations, urban Indian health organizations, and health service providers to tribes. The funding will provide support for

the Tribes to prevent, prepare, and respond to COVID-19 in rural communities. Tribes can request up to $300K in funding

for COVID-19 related activities. For this funding opportunity, the System for Award Management (SAM) registration requirements

will be relaxed for applicants at the time of submission in Grants.gov. Current registrants in SAM, with active registrations

expiring before May 16, 2020, will be provided a one-time extension of 60 days. New applicants are able to submit an application

without a valid SAM registration. Applicants can reach out to RuralCOVIDNOFO@hrsa.gov with any questions or concerns

regarding their submission. To learn more about HRSA’s Federal Office of Rural Health Policy’s response to COVID-19, visit,

Attention Certificate of Confidentiality (CoC) Holders:  Please note that if you currently have a certificate of

confidentiality for your project involving human subject research, NIH has automatically extended expiration dates.  If you

have a current CoC as of April 15, 2020, it has automatically been extended for 12 months.  For more information, please

click this link https://grants.nih.gov/grants/files/notice-automatic-certificate-extension-covid19.pdf.

Up to date information on allowable OUHSC research activity in response to COVID-19 can be found at:

The National Science Foundation (NSF) is accepting proposals to conduct non-medical, non-clinical-care research

that can be used immediately to explore how to model and understand the spread of COVID-19, to inform and educate

about the science of virus transmission and prevention, and to encourage the development of processes and actions to

address this global challenge. These proposals may be submitted through regular programs and/or through the RAPID

mechanism, which allows program officers to directly award up to $200,000 for projects lasting up to 24-months. These

can turn around in a matter of weeks. As an EPSCoR state, Oklahoma has a slight edge in this funding. As well, females

and members of underrepresented populations are encouraged to apply. https://www.nsf.gov/pubs/2020/nsf20052/nsf20052.pdf

The National Human Genome Research Institute (NHGRI) issued a Notice of Special Interest (NOSI) to solicit

research proposals focused on “a better understanding of host response, associated diseases, and short- and long-term

clinical outcomes of individuals infected with SARS-CoV2.”  Research interests include but are not limited to the development

of novel methods using genomic techniques to identify signatures of infection, prognosis, and severity of disease,

development of novel genomic-based tools, kits or reagents to track and monitor SARSCoV-2 infected individuals, and

use of tools to understand the genetic epidemiology of SARSCoV-2.  Additional details and application and submission

details can be found in the Notice.  Investigators can apply for both Administrative Supplements and Urgent Competitive

Revisions through this NOSI. https://grants.nih.gov/grants/guide/notice-files/NOT-HG-20-034.html

OUHSC Financial Administrators:

The federal and state governments are asking that all institutions track their expenditures related to

the COVID-19 pandemic.  It is imperative that everyone is diligent in tracking all COVID-19-related expenditures for

future reimbursement opportunities.  Effective immediately, all COVID-19-related expenditures incurred since March 12

should be coded to a newly created COVID subclass. These expenditures include, but are not limited to direct COVID-19

costs, increased housekeeping and maintenance costs, expenditures related to business process modifications,

preparatory actions, daily operations, and communications resulting from COVID-19.  If COVID related expenses, since

March 12, have already been paid, please process a cost transfer using the new COVID subclass.Research faculty and

staff should also track their expenditures incurred by the shutdown of their projects and laboratories including the loss of

samples, reagents, animals and other items.   Also, keep in mind that, as you resume your activities in your lab, any

expenses required to restart the lab should be coded with the COVID subclass.  This will help significantly when applying

for any administrative supplements or other COVID-19 related relief efforts. Questions regarding the use of the subclass

on non-research chartfields should be forwarded to judy-olson@ouhsc.edu and research related questions can be sent to

tamara-franklin@ouhsc.edu.

The 2020 BeHEARD (Helping Empower and Accelerate Research Discoveries) Challenge is hosted annually

by the Rare Genomics Institute and is open globally to researchers, foundations, or anyone whose research is

constrained due to limited resources. This year, we have over $85,000 of technologies available for researchers.

They collaborate with companies to provide free technology grants including mouse models, genome analysis

software, antibodies and plasmids. Applicants select one or more technologies that they think would benefit their

research, and submit a proposal for each technology. Research proposals are evaluated based on the technology's

fit with the research and the potential for the research to advance rare disease treatments. The application is short

(~2 pages) and very straightforward. For more information on the competition and the application, please visit our

Attention: OUHSC FY20 State Contract Budget Planning

F&A (IDC) are real costs incurred by the department and the University in support of sponsored activities.

The funding derived from F&A provides critical dollars necessary to support the operating expenses related to the

space in which the project is conducted, as well as the various services provided to the Principal Investigator and

the college and department for administering the contract (e.g., accounting, purchasing, human resources).

Without appropriate recovery of F&A costs, the University loses money and we must be fiscally responsible to our

tax payers and students.  It is not responsible stewardship to waive these costs. Since this is the time of year

when a lot of departments and faculty start their FY21 budget planning for their anticipated state contracts, we

wanted to remind everyone that no F&A reduction or waiver requests will be approved this year.  As always,

Please see this link for current F&A rates:
