OUHSC: Update of Property Inventory Policies, Procedures and Forms

Financial Services has updated several policies, procedures, and forms relating to Property Inventory.  The detailed updated policies, procedures, and forms are maintained on the Financial Services website, with the over-arching administrative policy being Section 581 of the Administrative Policies. See links below.  There are two primary updates to the policies.  The first relates to equipment removal with important updates made

for reporting missing property. Reporting requirements have been modified to include a detailed explanation of what efforts have been made to find the missing property and what ultimately happened to the property.  Also, the related form requires that the department head and Financial Services approve the disposition of the property. The other primary update relates to the use of University property at off-campus locations.  This process requires a detailed description of the property, which employee is responsible for the property, the responsible employee’s detailed contact information, and the explanation for maintaining the property off-campus.  This off-campus form must be approved by the applicable department head and Financial Services.  The form must also be updated on an annual basis.

Attention: FY20 State Contract Budget Planning

F&A (IDC) are real costs incurred by the department and the University in support of sponsored activities.  The funding derived from F&A provides critical dollars necessary to support the operating expenses related to the space in which the project is conducted, as well as the various services provided to the Principal Investigator and the college and department for administering the contract (e.g., accounting, purchasing, human resources). Without appropriate

recovery of F&A costs, the University loses money and we must be fiscally responsible to our tax payers and students.  It is not responsible stewardship to waive these costs. Since this is the time of year when a lot of departments and faculty start their FY21 budget planning for their anticipated state contracts, we wanted to remind everyone that no F&A reduction or waiver requests will be approved this year.  As always, Please see this link for current F&A rates:

https://research.ouhsc.edu/Research-Administration/Forms-and-Rates/F-A-Rates
