FAQs Regarding Interim Laboratory Biosafety Guidance for Research with SARS-CoV-2 and IBC

Requirements under the NIH Guidelines for Research Involving Recombinant or Synthetic Nucleic

Acid Molecules (NIH Guidelines)

The NIH Office of Science Policy has issued Frequently Asked Questions (FAQs) regarding interim biosafety

guidance for research with SARS-CoV-2 and relevant Institutional Biosafety Committee (IBC) requirements under

the NIH Guidelines.  Appendix B of the NIH Guidelines provides the basis for the classification of biohazardous

agents by Risk Group (RG).  At the present time, SARS-CoV-2 best meets the definition of a RG3 agent and IBCs

should consider the agent to be RG3 as a starting point in their risk assessments when reviewing research subject

to the NIH Guidelines. The RG classification may change over time as additional information about the virus, such

as potential treatments or the development of an effective vaccine, becomes available.

For additional interim biosafety guidance for research with SARS-CoV-2 and IBC requirements under the NIH

Guidelines please visit:

HRSA is pleased to announce the Rural Tribal COVID-19 Response program funding opportunity

found here: https://www.grants.gov/web/grants/view-opportunity.html?oppId=326385

Through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, HRSA received $15M to allocate to tribes,

tribal organizations, urban Indian health organizations, and health service providers to tribes. The funding will provide

support for the Tribes to prevent, prepare, and respond to COVID-19 in rural communities. Tribes can request up to

$300K in funding for COVID-19 related activities. For this funding opportunity, the System for Award Management

(SAM) registration requirements will be relaxed for applicants at the time of submission in Grants.gov. Current

registrants in SAM, with active registrations expiring before May 16, 2020, will be provided a one-time extension of

60 days. New applicants are able to submit an application without a valid SAM registration.

Applicants can reach out to RuralCOVIDNOFO@hrsa.gov with any questions or concerns regarding their submission.

The National Science Foundation (NSF) is accepting proposals to conduct non-medical, non-clinical-care research

that can be used immediately to explore how to model and understand the spread of COVID-19, to inform and educate

about the science of virus transmission and prevention, and to encourage the development of processes and actions to

address this global challenge.  These proposals may be submitted through regular programs and/or through the RAPID

mechanism, which allows program officers to directly award up to $200,000 for projects lasting up to 24-months. These

can turn around in a matter of weeks. As an EPSCoR state, Oklahoma has a slight edge in this funding. As well, females

and members of underrepresented populations are encouraged to apply. https://www.nsf.gov/pubs/2020/nsf20052/nsf20052.pdf

research proposals focused on “a better understanding of host response, associated diseases, and short- and long-term

clinical outcomes of individuals infected with SARS-CoV2.”  Research interests include but are not limited to the

development of novel methods using genomic techniques to identify signatures of infection, prognosis, and severity of

disease, development of novel genomic-based tools, kits or reagents to track and monitor SARSCoV-2 infected individuals,

and use of tools to understand the genetic epidemiology of SARSCoV-2.  Additional details and application and submission

OUHSC Financial Administrators:

The federal and state governments are asking that all institutions track their expenditures related to the

COVID-19 pandemic.  It is imperative that everyone is diligent in tracking all COVID-19-related expenditures for future

reimbursement opportunities.  Effective immediately, all COVID-19-related expenditures incurred since March 12 should be

coded to a newly created COVID subclass. These expenditures include, but are not limited to direct COVID-19 costs,

increased housekeeping and maintenance costs, expenditures related to business process modifications, preparatory

actions, daily operations, and communications resulting from COVID-19.  If COVID related expenses, since March 12,

have already been paid, please process a cost transfer using the new COVID subclass. Research faculty and staff should

also track their expenditures incurred by the shutdown of their projects and laboratories including the loss of samples,

reagents, animals and other items.   Also, keep in mind that, as you resume your activities in your lab, any expenses

required to restart the lab should be coded with the COVID subclass.  This will help significantly when applying for any

administrative supplements or other COVID-19 related relief efforts. Questions regarding the use of the subclass on

non-research chartfields should be forwarded to judy-olson@ouhsc.edu and research related questions can be sent to

tamara-franklin@ouhsc.edu.

OUHSC FINANCIALS: As part of the PeopleSoft Financials cutover strategy, Grants and Contracts Accounting

has established the deadlines outlined below.

  • New Awards and ECAVs:  Last day to establish new awards and ECAVs in PeopleSoft is May 29th

This means that GCA will not be setting up any new projects in the month of June.  If you have a new

award that is currently in negotiation or awaiting a notice of award, you may want to process an ECAV

now to ensure that you have a chartfield available to spend against.  Projects starting in July should

have already had an ECAV processed for the FY21 budget.  If you did not submit your ECAVs for

awards with July start dates, you must do so now.  The last day to have ECAV requests submitted

to the Office of Research Administration is May 22.  This does not impact any other processes

beyond the establishment of new chartfields.  No cost extensions and award dollar modifications will

continue to be processed.

  • June Final Invoices and Financial Reports:  All finals that are due in June will be required to be

completed by June 16th.  Please work closely with your GCA Accountant to ensure that this deadline is

met.  All payroll cost transfers for June finals are due by May 26th.  Please be working with all subrecipients

to ensure that their final invoices are received and processed in time for the final report preparation and

  •
  • June Month Close:  GCA will be closing the month of June early to allow for the conversion of grant data

to begin.  The final day for payroll and non-payroll cost transfers will be June 24th.  We ask that you assist

us in this quick closeout time by responding in a timely manner to all pcard, Service Unit and payroll error

communications.  Please be closely monitoring your accounts and make all necessary corrections before

the June 24th deadline.

REQUEST FOR LETTERS OF INTENT- BRAIN RESEARCH FOUNDATION/SCIENTIFIC INNOVATIONS

AWARD

The University of Oklahoma Health Sciences Center is seeking Letters of Intent (LOI) from Associate or Full Professors

for the Scientific Innovation Award (SIA) sponsored by the Brain Research Foundation (BRF). The LOI will be due

May 22, 2020 to the Vice-President for Research (VPR@OUHSC.edu) and only one LOI will be selected for submission

to the Brain Research Foundation. The BRF provides funding for innovative science in both basic and clinical

neuroscience. The objective of the SIA is to support projects that may be too innovative and speculative for traditional

funding sources but still have a high likelihood of producing important findings. It is expected that investigations

supported by these grants will yield high impact findings and result in major grant applications and significant publications

in high impact journals. The SIA award is limited to $150,000 (total direct costs) for a two year grant period. Only one PI

may apply per application (multi-PI grants are not allowed).

Please see the attachment BRF Request for Applications for full details.

Attention: OUHSC FY20 State Contract Budget Planning

F&A (IDC) are real costs incurred by the department and the University in support of sponsored activities.  The funding derived from F&A provides critical dollars necessary to support the operating expenses related to the space in which the project is conducted, as well as the various services provided to the Principal Investigator and the college and department for administering the contract (e.g., accounting, purchasing, human resources). Without appropriate recovery of F&A costs, the University loses money and we must be fiscally responsible to our tax payers and students.  It is not responsible stewardship to waive these costs.  Since this is the time of year when a lot of departments and faculty start their FY21 budget planning for their anticipated state contracts, we wanted to remind everyone that no F&A reduction or waiver requests will be approved this year.

As always, Please see this link for current F&A rates:
